Background

Ripple Effect Communications is a government contractor providing professional consulting services in the areas of: Communications & Outreach; Program Management & Policy; and Research & Evaluation. The Congressionally Directed Medical Research Program (CDMRP) within the Department of Defense funds biomedical research in response to the expressed needs of its stakeholders – Congress, the American public and the military. CDMRP requires senior and junior level Program Evaluators who can provide scientific rigor for their program evaluation and coding needs. Position Description

The Program Evaluator will be responsible for identifying, developing, leading, and conducting program evaluation efforts at CDMRP. They will analyze data, prepare reports, and brief leadership on outcomes of these studies. These projects may involve evaluation of research program outcomes and effectiveness, as well as evaluation of CDMRP-wide processes. The Program Evaluator may also review the overall assignment of research portfolio codes and update coding guidelines to ensure consistency across varying research portfolios.

Ripple Effect is looking for someone who is comfortable contributing to high-level functioning within a government agency. The position will require you to interact professionally with government clients and think on your feet while mastering new tasks quickly and independently.

Specific duties may include:

  • Proposing, leading, designing, and implementing program evaluation studies and analyzing/interpreting the results of the studies
  • Preparing graphic summary presentations of program evaluation study results including summary spreadsheets and graphs
  • Interacting with the various CDMRP programs and stakeholders to seek input, build evaluation capacity, and discuss outcomes, may include presentations of briefings and trainings
  • Identifying new data sources and pulling, sorting, cleaning, and analyzing data to evaluate research outcomes and impact
  • Making recommendations for improvement resulting from the program evaluation studies
  • Participating in program evaluation meetings, writing minutes, and maintaining program evaluation calendar
  • Assigning portfolio codes and updating coding guidelines
  • Other duties related to scientific rigor and program evaluation

Requirements

Basic Requirements

  • 4-7 years of evaluation work experience
  • Completion of bachelor's degree in a scientific or program evaluation field. Master's degree is preferred
  • Must be on-site at customer location (Fort Detrick) during business hours
  • Quantitative data analysis and evaluation experience
  • Hands-on experience with collection, management, and analysis of data, including technologies to assist these efforts
  • Excellent oral and written communication skills for face-to-face interaction with clients, coworkers, and stakeholders
  • Must work effectively in a team environment
  • Highly organized, efficient, and extremely detail-oriented
  • Ability to prioritize among multiple tasks in a fast-paced, deadline-driven environment
  • Ability to work independently and know when to seek assistance
  • Demonstrated strength in verbal and written communication skills; including professional emails
  • Ability to coordinate multiple concurrent projects, prioritize tasks and organize information, relying on your own resources and initiative
  • Proficiency in Microsoft Office software with advanced skills in Excel
    • Including SharePoint

Preferred Skills

  • Federal government program evaluation experience, preferably for biomedical-related research programs
  • Experience conducting bibliometric studies
  • Qualitative analysis and statistical experience
  • Track record of published research/evaluation reports
  • Knowledge of public health, science and/or science management and experience in identifying and assessing issues to enhance the effectiveness of biomedical health research programs
